Duties

The Design/CADD/Survey Division develops plans for and manages the construction of water, sewer, storm drainage, and roadway improvements, according to City Policy or approved by City Council. Roadway improvement projects are identified either through the City's five-year capital improvement program, or the State Powell Bill Funding program. Storm drainage improvements are pursued in accordance to the City's Storm Drainage Policy or in coordination with the City's Stormwater Utility.

The Design/CADD/Survey Division also aids other City departments with design services for maintenance and improvements to various facilities.

The Division designs and develops plans for the extension of the City's water and sewer systems. Presently, the majority of plans produced are for water and sewer petitions submitted by the citizens of Gastonia. Other duties include developing plans for upgrading to present infrastructure. An overview of a typical Water and Sewer Construction Project and Street Construction Project can help one understand the steps and effects of the project during construction.

A wide variety of surveying is practiced in support of other divisions in Engineering as well as other divisions and departments throughout the city.

Activities include:

Engineering Surveys - Physical information is gathered from the field as the initial step in developing construction plans for street, drainage, water, sewer and other public works improvements.

Property Surveys - Property concerns and lines are determined for the preparation of right of way and property maps for land acquisition for various public works projects, and for the sale of surplus City properties.

Construction Surveys - Staking of various public works projects are performed for construction by private contractors and City forces.

Other duties of the survey crews include: predetermining the City limit boundaries, performing traffic counts, verifying street addresses, maintaining the system of benchmark elevations, and determining flood elevations.
